I have difficulty in understanding Ceasing to be a SUBSTANTIAL holder

By selling 1.5 mill shares does this mean that they are no longer a substantial holder or should it be read that a substantial holder has reduced some or part of its holding but in actual fact is still a SUBSTANTIAL holder?

I will buy on these dips as this looks way oversold for the quality tenements we hold. Progression report on JV with EDC, if good, will cement my thoughts and help me to accumulate at these low levels.
