The substantial holding notice is just a notice, if they held 10 million less or more shares and continued the same practice you wouldn't see the substantial holding notice, it's just a formality.
Of course they have still have an interest, they're not dumping, they're just on the cusp of a certain threshold that needs to be reported with each change in circumstance.
