    Likely done as administration etc are usually clauses in contracts and especially grants and participation. Administration may require starting from scratch in regards to participation in facilities and being a partner in research etc etc. Many grants etc can only be used exactly for what they are meant for so they can't be diverted and also many require equal/ partial funding by grantee etc and that all may possibly get undone. As grants cant be transferred etc generally it is always worth doing them in separate structures as a way of segregating funds and business from other activities . However if it is CCE who have guarantored other part of funding to subsids etc then it may still be a notifiable event.

    Just guessing but if the subs have a clean structure and no asset then it would be silly to include them however at some point and many contracts ensure that all funding till next stage ( including admin costs) etc are all on board before grants are released. Crunch comes when next stage is required etc as CCE committed to getting models processed and adding simulated data and using time in wave pool etc. They may not under the administrator have the ability to fund that depending on where $ are coming from and priority. . Also results of joint research , grants that results in IP there may be issues in regards to who has access to the licensing ultimately be it partners or university or company that funded t etc.

    As I said just guessing - only admin and management know detail and reasoning ad there could be other reasons
