I can see your point and it looks that way for short term traders. It will be volatile for the next few weeks once the retail offer settles etc.
Essentially the old board got Cardno into this position by not cutting costs earlier.
Im buying up at the $1 and holding for another 12 months. I'm hoping for better 1hfy17 profit. As I suspect from now they will cost cutting and realising assets etc. Also I think it's been oversold imo
