Believe you need to look at what else can happen for CDD. The one key item I think is that their dividend is under threat. Over the last two years they have been borrowing and issuing capital to pay for dividends and businesses. This will lead to another drop.
The debt burden will overwhelm them if Net Debt not being reduced year on year from August.
The turnaround will be when Federal and State Governments fund and spend money on more infrastructure projects.
