my take is this,
6m people in Nanjing province ( please note in the announcements they have been talking about cities whithin Nanjing province ) , assume 3 people on average per household = 2m households
assume 1 bag per week ( this is realistic as an average use per household as some would use more some less or not at all )
2m households x 1 bag per week = 2m bags per week x 52 weeks = 104m bags per year
remember that's for the entire province , they have only got contracts for particular cities so far
also remember 100m bags per year is not a lot, if you check output from already established bag manufacturers they are in the billions!! per year

so yes as they grow the business they will need to expand/build more factories not only in china but around the world ( as they have done in brazil )

again as with your calcs I'm only making an educated guess
