The shares subscription agreement at 0.013 with terms of payment within 14 days which was announced to the market via the ASX can not be classified as incomplete transaction. You interpret it wrongly for own interest. If it was incomplete transaction, why did the ANS board announce it to the market via the ASX?
When two parties have signed the shares subscription agreement in August 2018 at 0.013 and the subscriber promised to pay within 14 days, and announced it via the ASX, THIS IS A COMPLETE DEAL/TRANSACTION. If the subscriber did not pay within 14 days, it should be immediately disclosed to the market. Why? This is a material and sensitive information. If it was not paid within 14 days, it should be disclosed to the market.
Why don't you ask the ASX?
