The photo below from Google shows the Bolok area in Kupang (29-11-16).

The power station is the large building on the coast.

North of the power station are two sites adjoining each other, one is the concrete batching plant and the other is the now defunct Bolok Mn ore processing plant for Kupang Resources (ex ASX KPR).

I understand that this is where GMC is developing its site.

I am unable to locate any construction activity in this area as of 4 March 2017 according to satellite photos https://imagehunter.apollomapping.com/ (quite easy to use - select image with least cloud cover - WV3 on 14 Jan 2017 probably the clearest, but WV3 on 4 March 2017 confirms no construction activity).
