    I suspect because a new transmission line is required for extra transmission from expanded PV and the hydro generation; (to Fox Mountain).

    First Solar is undergoing a major update of its technology - substantially improved efficiency and next year the production of the S6 series which will be rated at about 400W per modules. First Solar has scrapped an interim S5 series which has led to major lay-offs.
