They should have already been in production, but instead kept taking "the candy" to keep drilling, even though the resource had been proved up enough to justify start of mining. That is directly why they (1) are not in production now; (2) are almost completely owned by the banks (HSBC, JP Morgan, Goldman, etc), who are likely hedging the stuffing out of the shares.
Drilling can be expensive, but this is ridiculous.
