With regard to "how come the secret isn't out", a couple of reasons spring to mind for me. Firstly the idea of sovereign risk in African countries is changing. As African nations transform themselves, their own processes and internal governmental structures to be more acceptable to foreign investment, then more foreign investment occurs. Only this week a special representative of the Chinese President met with the Cameroon President.
The greater need for resources for items like 'one belt one road' might see a greater risk appetite.
Secondly, it depends on the plan to exploit the resource. If I decided I had a grand plan to exploit that resource and wanted 5 billion dollars to build a massive processing plan onsite and refine it and sell the refined product and needed major capital funds to do it, I might find funding difficult. If I wanted a much smaller operation operation with much less processing to ship a highly concentrated resource for others to process the significantly less funding, less time required and speed to execute might be more appealing.
