Bob, CIA does not have expensive debt. I would much prefer to see them keep the cash rather than pay off the debt. It would be wise to keep lots of cash on hand to manage unexpected events, and to fund growth opportunities. Paying down the debt slowly might be a good idea, or even better to use some of it to increase their ownership in the project.
