Another 1.5 Billion performance shares to vendors with NO revenue targets to be met! Shares to be issued if vendors:
1. executes a launch contract for at least two nano-satellites (What! They just have to sign a piece of paper?)
2. completes the design and manufacture of a working nano-satellite (They haven't even got as far as designing a satellite yet?)
3. successfully launches at least two nano-satellites (How much does it cost to launch a satellite?)
