I take your point, but in my view they would need the new drilling because everything else is "historic" and therefore not auditable. Although they'd presumably have records of assay labs used, geology logs etc, other attributes like rock density should be validated and gold grades confirmed by twinned holes before it becomes JORC2012.
If Bligh had done some of the previous drilling and had chain of custody over the data then it would just need the Table 1.
That's my interpretation - it's a bit of a grey area in the code.
