Im not sure why some people seem to think Mill is practically worthless, their existing plant is ideal for their small operation to kick off - allows them to get to production for very small capital outlay - $15million, plus a further $5 million over course of mine life.
Their mining leases are already granted, so this might not be that far away from production, with plant and infrastructure already in place also.
They have the option to upgrade existing mill to process 200,000 tpa as well, which would see them producing around 35000 on/year. This could easily be an option, as they have acquired some nearby tenements which looks to have some nice potential so feed the mill also.
Not sure where the $950/oz cash costs is coming from - i would suggest their cas hcosts would be a lot lower then that with the grades they have.
As for comparisons with PXG - they are completely different in scale really and aims...
