Who knows maybe Viking were trying to get a share of Bonito before agreeing to finance Cadloe, so PKO deliberately drops off Bonito now.
Viking then try to get Bonito on their own, and are give all sorts of warm fuzzy promises of being the front runner in a short list, after they finance Cadloe.
Viking finance Cadloe, then expect to be awarded Bonito. PKO turn around to their Filipino mates, and suddenly out of the blue gets awarded Bonito. DOE and PKO then say to Viking 'welcome to the Philippines'
Unlikely scenario, but still possible.
