If everything is approved then all well and good. Maybe GMC can pay the market price for Mn ore at US$6.95/dmtu and then the local villagers won't get ripped off. Make sure that the workers are getting a good wage and good conditions and the environment isn't destroyed then everybody will be happy.
You might have to re-work your costs though if you GMC pays the market price for its ore.
