Funds can be sought using a SPP instrument to sophisticated and institutional investors using the capacity of the approved capacity to issue new shares. "
So I would suggest that in the absence of any white knight appearing and offering a million dollars or so on his own volition then a more formal SPP could be the best way forward.
IMHO I doubt that the ASX will lift suspension until there is definite evidence of VIC having sufficient funds to be solvent and able to restart trading. So the VIC is caught between a rock and hard place in my opinion at the moment. Time for fingers crossed and a few other things if there is to be any prospect of getting out of this.
