There may be a less sinister explanation for Peter Stafford being 'author' of some recent TTV announcements.

Priority One developed a formal interest in TTV on 19th December 11.

From then on it would be appropriate, when a TTV announcement involved Priority One in some way, for TTV to email the draft DOC of the announcement to Peter Stafford.

This is how I understand the workings of Office. Even if Peter Stafford changed one word (eg. 'Priority Owe' to 'Priority One') on his computer, he would appear as 'author', unless somebody at TTV further altered the DOC file.
