Tanzania is fast becoming a modern country. It had 8 fold increase in population since 1980 and Dar es Salaam is one of the fastest growing cities in Africa and expected to grow into a mega city of over 10 million. See the attached news article.
Thus it is not surprising that the government is trying to improve efficiency, tax system and regulations to help the transition towards a modern economy. It looks like a lot of good planning is happening in the background and it is attracting plenty of foreign investment.
Hence, BKT's plan to transport graphite via rail to the port is a cost saver considering that road congestion and population growth are going to be issues in the next 30 years.
