Yep. The article says the opposite (but Tanzania don't want to be like Australia, which could balance its budget by merely earning the same royalties from gas production as Qatar does. While Arabs have too much money to spend, Aussies are growing poorer & poorer and must turn to gambling on the ASX to survive).
