Grey area, I'm not sure how Levy's are paid or calculated or anything like that. BIN would be benefited provided that it's not BIN shipping the waste to us instead of using their own landfill sites, because they would see more traffic from third party rubbish collection companies. EG someone with a series of bin trucks who does collections but doesn't own their own site would have to dump at someone else's (BIN, CWY etc).
Transfer stations sort and dump the remainder, a transfer station can be a third party.
