I would suggest there is an International accounting law regarding commencment of commercial mining however, can't find it.This site sets out sample clauses for use in defining commercial production in mining industry
When SYR commenced production in November 2017 It made the following statement

During the commissioning phase, costs of Balamaproduction offset by any revenue received will be capitalised on the balancesheet until commercial production is declared. Further details will be providedas commissioning draws to completion and production ramps up
Commercial production is expected in Q4 2018 as stated inequity raising of 2018
So all above board
