IMO as a new but expected very long term holder of SYR, this is extremely exciting. The agreement applies pressure to SYR to "blend" with the community, which will only serve to make SYR an important part of the local economy until at least 2038. In addition, it encourages employment and asset acquisition locally, which will enrich and encourage local skills and education, and promote industry. This in turn will promote the importance of longevity of the operation. Any takeover attempts may increase price, but are unlikely to change the goals and objectives of the country. With Africa being an "undiscovered gem" relative to emerging markets, risk has been lowered (provided SYR and the Mozambique government promote clear and open dialogue through 2038) and clarity amd a degree of guarantee has now cobsolidated prospects.
