Unfortunately if you are aware of the environment in India, a large scale manufacturing industry for batteries is highly unlikely. There is literally no economic competitive advantage that India can bring to the party - raw materials, the infrastructure, the logistic network, the intellectual property or a cheap/flexible workforce.
Anyone who understands the economy understands that it's cheaper/faster to manufacture in China and have it delivered than trying to manufacture in India. If you want an Australian example look at the coal mines that Indian companies have bought in Australia; it's cheaper for them to mine and ship from Aus to India then trying to mine in India and deliver where required.
The only thing that India has is demand, but they will be unable to solve all the other issues to build any factories anytime soon.
