Van Eck already had a large holding in December of probably 3-4% of RMS (RMS has been in the GDXJ for about 3 years). This latest notice only shows the recent transactions that have now tipped it into the substantial category, hence the notice.
Many substantial holder notices show no transaction list at all (and as far as I'm aware there is no ASX requirement to).
