It was always "implied" that the reason Syrah chose a US site close to Tesla was because Tesla has always expressed their preference for US products. Otherwise they would have based it elsewhere.
That decision was made a long time ago when EV batteries were US centric - and things have changed....
In the earlier presentations on the subject of SG - Tesla logos were always shown...
