Both. The plant (Stage 1) is designed to produce up to 100% battery grade, but there are customers that only require industrial grade, primarily those with plants to convert Lithium Carbonate to Lithium Hydroxide.
Note that while industrial grade sells for a lower price, it also costs less to make - The Olaroz plant has a primary circuit that produces industrial grade, and a separate purification circuit that converts industrial grade to battery grade, so industrial grade product doesn't have the cost of processing through the purification circuit.
The Olaroz Stage 2 expansion only includes a primary circuit, and therefore only produces industrial grade. This is by design since the majority of Stage 2 output is intended for the joint (with Toyota) carbonate to hydroxide conversion plant being built in Japan.
I agree that a price near $3 is a bargain, and I would certainly consider topping up if I had any spare cash.
