There are no such restrictions or rules for big funds to only buy ASX200 stocks. Private and public companies can do what they want.
It is all dependent on the rules they set for themselves internally.
Unless you're talking about Managed Superannuation Funds as I can imagine they would have stricter rules imposed by the government to protect their customers.
