we need to review the circumstance under which the shares was fransfer.
a) was the company making a loss and the owner decide to bail out at 3.5 cents
b) owner owe a huge debt and have to give up the shares as collateral, at 3.5 cents.. someone manage to acquire perfectly good shares at huge discount.
if the answer is the later, then there is no operational issues with the company..
fact that barclay (or their client) is willing to accept XPD shares as collateral indicate that the shares is worth something.. now to think of it.. 100 mil shares did not vote at the begining of the year, could it be that the owner could not use it because it was held as collateral.
