    That is the right question.

    The words they used in today's announcement are significant. When you make an offer final you cannot then raise it.

    They will now be left with the option of buying 3% on market each 6 months until they get enough to change the constitution.

    It is not 90% it is 75 that they need. At that point they can do as they please
