For sure. You don't as a foreign company wanting to operate in a country like Myanmar - one that doesn't have a lot of recent experience with foreign investment - try to develop a mine without local partners. And when I say foreign I mean other than Chinese, Burmese or Thai. They were smart enough to work that out pretty quickly.
