The announcement states that they are still negotiating with the banks to extend the terms and structure of the Loan Agreement.
That's all they can state at this stage. I suspect they are trying to work out what the impact of the extra $8.7m will do to the debt leevls ie how much will they invest back into the plant to make it operate better as apposed to reduce debt.
The net result is the the support funds is worth $11.15 per share!
