That may be true, however if I can play devil's advocate, is McAdam sending us a message by including point 3 confirming BBIG do not have their own sufficient capacity??
(Still think that comment was completely out of the blue and not consistent with the other gloomy messages)
Surely that is acknowledging that PIOP is the necessary resource for the BBIG development
Of course we all know the official lines - no deals done, IO not good enough yet etc etc so you place your money you take your chances.............
