All agreements are binding, otherwise they’re just MoUs. Not necessary forSYR to disclose all terms of the agreement, indeed that would probably breach confidentiality.
Even if an agreement does not contain a formal penalty regime, can still sue for damages for breach.
It would be extremely misleading (think GetSwift) if they describe an MOU as a binding agreement.
