    Actually NAIFs brief goes beyond infrastructure. Check out the fish farm they funded last year... it was used for upgrades to the existing plant and increase output (the benefit being 50, yes just 50 extra jobs - that was $30m funding)... it's also worth noting that NAIF now also has performance targets to hit on the funding it provides
