I would assume that the well was plugged until they were in a situation, such as now, when they would be in a position to commercialize. With this latest well showing oil they have deemed that it is time and have begun organizing a pump tanks etc. Due to their cost cutting with all hands in the field much of the details have not been posted out to shareholders, but a video and photo's they appear to have assumed would be sufficient.
