what this says to me they are about to ramp up production and are ready to go. this is good while their facility is being prepared.

also, they are providing protection to their production to make sure that if one place falls short they have other places to go to source what they need..

with the SAS being used more and more all they need is a product, then everything else will follow..

the ceo thing bugs me though..
