they simply hope to trade of margin for volume........not dumb, as long as the volume is there........wont affect their margin on the NON trip customers........
but seriously, they are just another version of the old duty free shops which get busloads of chinese tourist who are controlled by the tour groups to spend money in shops that give the tour operators a kickback..........thats why chinese group tours all eat at the same restaurants, shop at the same shops etc etc etc.
