As for the money, the $680M USD was presumably the cost of an offshore plant.

No doubt they will be busy reworking the capex and opex numbers based on this new development.  Looking back through some old announcements, I had forgotten about the Whyalla thought bubble.  I wonder if that old chestnut got any further discussion in reaching the current position.

The long awaited DFS (formerly known as the BFS - Bankable Feasibility Study) should open many doors to financing.  It could come as debt financing, share dilution or a sell down of the working interest in the project.

And as Jongerd said, the government might even come to the party.

One step at a time, and the DFS is a big one.
