The market cap of the company does not change, but the 400:1 share consolidation reduces the number of share on issue, so you will end up with 400 shares worth the same amount of money as the price will adjust accordingly. Of course, as soon as it re-opens for trading again, the price usually reverts back to where it was prior to the share consolidation as people dump stock.
So, if you started with 160,000 shares at 0.070 worth $11,200, you will end up with 400 shares at $28 worth $11,200. This does not include dilution for the new shares to be issued, so the price range of $28 may be way off base. I will let others who know more about this correct me on that.... as I am sure you will.
