As someone in the KRL forum indicated a couple of weeks ago Bayan could perhaps just pay ransom for the frozen shares, i.e. replacing the frozen shares by a bank guarantee provided to the court. That would enable Bayan to consolidate KRL while WEC would get something more tangible in exchange than shares in a de facto Indonesian company.
