Kumon does have the advantage of incumbency- people definitely know about Kumon a lot more than KME so it is presumably easier to fill the rooms.
The other thing is there are plenty of teachers that do their own teaching on the side at a far greater profit, with certain tax advantages, who are never really going to consider working for a franchise.
It would certainly be nice to see franchise numbers starting to increase though that's for sure.
