Unfortunately the market is reluctant to price SOO based on it's performance and prospects due to the fact that a large part of their profitability is dependent on government policy, both state and federal. And as we've seen with the likes of the insulation policy and changes to the solar policy, governments can be fickle. Having said that I think it is still a buy in spite of that risk.
