I’m going out on a limb (because I don’t know for certain) but I read this as denial of permit to plant/grow/harvest in a particular region. We know they have a permit to do so in other regions because they have already conducted a couple of harvests.
Separately a permit has been denied to export to Brazil & Australia - which is odd, considering that if they had an import permit from those countries why would the Chilean gov’t block it.

A bit disappointing that this info hadn’t already been addressed in an earlier, separate announcement. It would be good to get some clarity from the company on this.
