TJ are being paid peanuts for developing the manufacturing process. They are only doing it because there might be a big pay-off if it works. But, they are in the best position to know if they can make the thing. They have lots of other stuff in the production pipeline so they would kill it if the prospects were bad.
AP have already given up on Sony (maybe mutual) so if TJ quit then its back to the drawing board.
