If he can't get the second tranche of performance options under the TSR umbrella activated before 30 June then he will fall over in any event. Imagine then having to try and go to an XGM or to the AGM (with R.E.M. Report) pointing to a failure to achieve and then asking for yet another scheme to be put in place.
Come 30 June, his time is up in any event absent a massive overhaul in performance and this is by his own measurement stick.
