Could be a possibility, there is obvious time and tooling lag between contract initiation and implementation and they may well need a buffer.
The Isreal tenders which are due to start producing revenue this quarter should help. This industry is R&D intensive. Once the tooling is done for the Hikvision deal in particular then the sky is the limit.
