ECM has first rights on any ATEN project for VPR, so they'd be the ones supplying the Project Management and construction workforce for the build. Volt wouldn't need people in the game probs until commissioning which could be a year down the track.
Those numbers equate to 11 people at $80k a year or 8-ish at $100k. I'd guess that could be assemblers/maintainers/installers for EcoQuip towers, and possibly maintainers for WestCone? Maybe one or 2 corporate staff to assist AB - BD/sales guys?
