From my understanding, they are different companies. I do not know TOM well, but they seem to provide the hardware for wifi. SKF provide the platform to capture the data and provide a snapshot or "profile" of consumers to retailers. SKF essentially piggy back off of their partners who deal with the hardware and infrastructure providers to set it up.
